Can't get TF2 Classic to appear in my steam library.

I've put tf2classic in my Source Mod folder, Installed Source SDK Base 2013 Multiplayer, changed it to beta_test and restarted steam, but TF2 Classic doesn't appear. Is there anything else I need to do?
