[FoF] Client and Dedicated Server Update - October 3

Added:
- tp_yosemite, a new objective based map in beta stage
- updated translations: Chinese by Reshine, Russian by Zero
- Input "RestartCrate" to restart weapon crate entities

Changed:
- MOTD panel works again as previously did. A series of checks at client and server level has been added, so in case a client crashes when MOTD is being loaded the adverse effects are minimized. More specific: if a client crashes while MOTD is being loaded, MOTD panel won't open again for that client.

Balanced:
- decreased speed slowdown on enemies inflicted by shotgun shots
- Walker damage decrease over distance slightly higher
