Tf2 Dedicated Server

hi guys, some times i want to play tf2 with some of my zone friends, the thing is that the get a high ping in the usa servers so i want to make like a private dedicated server, im new on this and dont have any idea how it works ,so if you can help me please reply
and sorry for my bad inglish isnt my first language, but im learning.
