For some reason this netbook I have keeps resetting the clock to the early 2000 years. When it does that it messed up programs. For example Skype and some websites will not work unless I fix the clock back to 2012. It's using Windows 7 Starter.
If you can reinstall Windows, I would do that. Being an older machine and a netbook, it wouldn't be a horrible time for spring cleaning via the nuclear method. It might seem like a lot of work, but it's basically guaranteed to fix your problem and that's more than I can say for any other potential solution.
sounds to me like your cmos battery is dying or is dead, does it only reset when you restart the computer?
if you have another computer in your house that is tracking time accurately just switch the batteries around, if it works then you have your answer, unfortunately there is no quicker method i can think of other than that
what is the netbook make/model? that information will make finding out if the CMOS battery is replaceable.
