[The Elder Scrolls] Question About Marrige In Skyrim

I know the basics about it but I ran into a recent... anomaly I guess it would be. So anyway I was wondering if perhaps Bethesda released an update that required you to be a certain level or be at a certain part of the story before you can talk to the priest of Mara. My issue is that the priest is missing on my newer characters but is there for my older ones, I've already checked to see if any mods were causing this, but it isn't any of them, so....anyone have any idea what is going on?

she may have been killed. AKAIK, she's not noted as an "important" npc, i.e. a quest giver, so she's completely mortal.
I've not talked to her, because I just convenience-married that one chick you get in the beginning.

The first time in Riften(At least until you go into the Bee and Barb) Maramel is usually located there, preaching about Marriage(He is also the one you need to talk to.
