Re-enable Mid-Round Votescrambles

As a frequent player on VaultF4 I've ran into many unbalanced matches with awful amounts of team/class stacking that it just isn't fun for the duration of the match. Getting scrambled to the other team might be annoying sometimes, but making a match enjoyable sooner is a much higher priority in my opinion.

i love it when its dustbowl and you are losing on blu, so you need to wait 20 minutes to scramble
Recalling the time I was on koth_nucleus and the entire enemy team decided to go Sniper and spam their SMGs, it was so unbearable I had to close the game because the round wouldn't end...

At that point just join in on the smg spam, it is quite fun! :D

So now you have two teams half full of derp snipers? :D

Kidding aside... I'm guessing this wasn't intentional but just a side-effect of the change to a non-broken scramble plugin. I may have a poke at the code time permitting but I'm by no means a knowledgeable sourcemod dev so I can't say for sure if I'll be able to address it.

at minimum it should probably still defer scrambles if there's less than a certain amount of round time left because that's usually when it gets abused or really annoys people.

Ick, so I had a casual peek at this and it's one of those things that seems simple on the surface but ends up being a rabbit hole.

There doesn't seem to be a way in SM to just ask the game how much round time is currently left, the examples I found you have to calculate it yourself based on the current time and start of the round.

This is fine ... until you realize that there is no single "remaining" round time. For example, KOTH it depends on who owns the control point. Other modes like Payload and CP add time as you make progress on the objectives.

Sorry... I just don't know enough about the innards of SM and the game logic to figure out all the different cases on my own. :-/

potentially unpopular opinion: i'm actually glad this doesn't happen. scramble is a bad mechanic because it requires people to be honest, and nobody is ever honest when playing an online game
back when i was still playing live TF2, people would initiate scrambles all the time for completely arbitrary reasons, usually just because they got killed a couple times and wanted to be on the winning team. people don't scramble because they want a more fair game, they do it because they want to win. there's a reason it's always the losing team trying to scramble

im not trying to point fingers at anyone here, but there are simply too many unscrupulous people out there, and i don't want my game to get interrupted because some crybaby on the enemy team wants to be carried. if you ever get stuck in a situation like a 20-minute stalemate on dustbowl, that's just indicative of the map being shitty and poorly designed, not that scramble needs to exist

and anyway, the solution to an entire team stacking one class at a time is to impose class limits, but nobody likes those so i doubt they'd ever get added

I agree that scrambling is sometimes unneeded, but having it at the ready for when clearly stacked matches are occurring is way more important in my opinion. I'd personally take the bullet a few times in exchange for less time wasted on bad matches.
